A stream of exotically dressed students left the Fashion Institute of Technology through a glass-and-concrete portico on Seventh Avenue on Thursday, heading for hipper corners of Chelsea and the Village. Few stopped to look at a pair of two-foot-square vinyl advertisements glued to the sidewalk between 25th and 26th Streets. Stickers like those, which are examples of a relatively new and growing type of ad known as street decals, violate city regulations and can prompt a $100 fine, said Kay Sarlin, a spokeswoman for the city’s Department of Transportation.
